What are teh instructions for scraping of the thermal pad off your core thats from the old HSF? Also how do you apply ASII?

what I've always done is to take something like a razor blade, or anything else with a sharp flat edge, and scrape the old stuff off. After that, I finish it off with some rubbing alcohol to really get it clean.
Apply the asII in as thin a layer as you can. I put a small dab on the cpu, then I use an edge from one of my atm cards to move it around and smooth it.

Scrape off most of it with a razor but be carefull not to scratch up the base. Use Mineral Spirits (paint thinner) to clean the rest of the goo off. Alcohol does not work good for this as it will not cut the goo you need a stronger solvent.
Actually I go a step further and lap it, from what I've seen, lapping is the only true way to get a truely clean base!
However Jeff will tell you toilet bowl cleaner works just as good :)

Do I need to put a layer on the CPU AND the HSF??
Wouldn't taking off the thermal pad off a CPU with a razor be dangerous? That would scratch the CPU core.

Infact, the pad is on the bottom of the heat sink, it's strange that you found something on the Cpu Core!
To clean the bottom of the Cooler I suggest the classic nail remover, acethon, and about the thermal paste, well, put a thin layer only on the Cpu Core.

I used white spirit(paint thinner) and a kitchen scowerer to get the pink pad off my fop.
As for applying AS I've seen the best results from putting a very small amount on the core, then wrapping a polythene bag round my finger like a glove and smearing it ver thinly.
I got a can of actone for cleaning out my airbrush. I use that and some papertowel to melt the pads off. It works really well, too.

NO NO NO! I'm not talking about getting the thermal pad off the HSF! I am going to switch heatsinks but for the old one I used a thermal pad with the old HSF, so when I take it off some of the pad will be sticking to the core! How do I get the thermal pad from the old HSF off of the CPU core?

Use a razor scraper and VERY carefully scrape it off the core. It should come off fairly easily.
a razor won't get it all off it will leave very minute amounts on the core which will harm cooling performance once the new compound is used. Get some nail polish remover or some over kind of alchohol, and use a q-tip to clean it off.
