1gb corsair value select Mem

I recently purchased this fro an online dealer. said to be 3200 but my mem speed by cpuz is 133, dual channel. Isn't that 2100 or am I missing something. Mobo p4c800 dlx, 3.2cpu, bios 1016. I thought the 3200 was to run @400mhz. Ran the sandra says that my system bandwidth is limited by my memory, use higher performance memory, but I don't understad why it is not running @ the said value they sold it to me for. Should I return It and get better, obviously yes. could someone please explain this to me.

go into the bios and turn it to 200 fsb or 400ddr for the memory speed, if it does work that way, return it

The mem options in the bios are 266 33 400 is that what you mean?
