i dont understand what the difference is betwwen 250 watts and 450 watss, whats the advantage to having more?

You components consume a certain amount of power per unit of time. That's measured in watts. An AMD TBird uses close to 100 watts by itself, depending on core voltage, speed and FSB. Add in all your other parts and it's likely you're exceeding your 250 W rating on a generic powersupply. You need to have a PSU that exceeds the sum of all your components. Keep in mind that the more fans, drives and accessories you run, the more powerful PSU you'll need.
