ECS P4VXAD+ undervolting?

well i just got: (for a friend)

ECS P4VXAD+
P4 2.4B
512DDR Samsung 3200
32mb ati 7000

got a great deal on it...

but for some reason i seem to be getting problems installing windows....it gives the kind of errors u would get when u overclock too much, voltage too high/low, memory bad, memory voltage too high/low.

so first thing i did was replace the cd-rom drive just incase...
then i tried the memory on another computer and worked perfectly at 200mhz
i tried reseting the cmos but still no luck
tired updating the bios but still didnt work
so then i check hardware monitor and found that vcore was running 1.45-1.47 when the normal for 2.4b is 1.5 so it should be around 1.5-1.52. The bios doesnt have ocing options so i took a look at the manual and found out that there are jumpers u can change to set the vcore its currently set to AUTO but still undervolting...

but the manual is really confusing...:
