My goal is 292 FSB 5:4 3D stable. Right now, I’m at 278 FSB but I should be hitting my goal but don't know why.

MEM (BH-5) = Can do 250 FSB 1:1 DDR500 (3.4 vdimm) 2,2,2,5and can probably do more with more voltage. Using loose timmings has only a marginal effect.

CPU = Can do 300 FSB 3:2 3.60 ghz (1.65 vcore) It has the Droop mod.

NB = Same as the CPU. It has the Vagp mod done and i have taken it up to 1.98v

So...If for example I set the FSB to 280 5:4 it puts my CPU to 3.36ghz and the RAM to 226 FSB which is way below what they can do. I can't raise the FSB any higher or it will crash or freeze or reboot while testing on 3Dmark01 (for example). Giving more or less voltages seem to be useless.

What is holding me back? CPU, NB or MEM?

Mem timmings and CPU O/C are set manually in Bios, almost everything else is at "auto" right now and have tried different settings and Bios (1014,1016,1017b,1018.004b,1018)

P.S. CPU, NB and GPU are watercooled.

The 66.33 Lock breaks around 300.

You know you need the volts for BH-5 to shine.

BTW, 287 would probably be your max running 5/4 with 2-2-2-5 and that's with 3.25 volts.
 
How much voltage do you give to memory at 5:4 ratio
you may want to drop voltage on agp anything above 1.8 is only for benchmarking and doesn't really give any real results
Performance mode set to stanadard, and disable legacy USb,
if you have 80mm a fan put it on graphic card so it blow on the memory(if you don't have isn't worth buying) in 5:4 ratio put about 3.3 or 3.4v, My asus board didn't want to go above 3.286 even when the rail was 3.4,

Plus you might have max out in the setup that you are but I can't tell
