I have a pentium 3, 800mhz running on windows 98se and would like to know how to overclock it.

You will have to find out how to change the fsb on your motherboard and change it to over 100mhz.
What brand/model motherboard do you have?

You can probably run her at 896Mhz just like that! Try to find out how to set your FSB (Front Side Bus, CPU-FSB speed) to 112Mhz. What mobo do you have? Most mobo's have settings for 103 (called Turbo mode) and 112 or higher. At 112 you would have a mild OC giving you a 10% performance increase without much risk. If you should notice a lot of unusual lockups just set it back to 100 again. Maybe you should read about Overclocking in general on the front page first, but we are always here to help you out!

I recently sold a 800 E (100mhx FSB) to a fellow overclocker.
My 800E did 1gig right out of the box with the stock heatsink, which was later changed to a Alpha 3125
I didnt have to raise the voltage only raised the FSB and was fully stable at 1gig.......
I have learned from the guy that bought it that he went farther and got over 1.1 from the same cpu.
Keep in mind not all CPU's are made from the same cloth.....er wafer but you can go to the Overclockers main page and read the CPU database to get an Average for any given CPU.
Do yourself a favor and read a few of the how to guides before you jump into the Overclocking waters.....It is a very safe thing to do if you go slow and not rush things.

Slowly raise your FSB boot into windows each time, and run it for a while like that. If it starts acting weird, locking up/blue screens/graphics problems, etc... back it back down, and post your problems here. You'll usually get a response from the guys/gals within a day. Oh yeah!
