Damage from RAM timings being too hihg

is this possible? like if i set it to the largest latency for everything and see how fast it will go?

So long as you're not feeding it uber-voltage, it should be fine. Some ram won't POST with timings that are too loose... Some ram also doesn't go much faster even with loose timings anyway.

What would be better assuming you cant get very high clock rates on your ram, highest mhz with highest timings or lowest timings with highest mhz with the timings
