wasnt for me, for someone else, its a 'winpower' 450w although rates more like a 400w
Id say just get a new one... was it expensive?

I would check the diode bridge, the big capacitors, and the high voltage transistor(s) (on the heatsink next to those capacitors) for shorts. Some PSUs also have a MOV across each of those capacitors to protect them against high voltage; they look like disk capacitors, but the circuit board is labelled differently next to them, probably with MOVx or Zx instead of Cx or CYx. They may be covered with heatshrink or clear plastic sleeving. I was told that those big capacitors have to be almost the same size in microfarads (uF) or else they won't share the voltage equally.

There exactly no quality 450W power supplies available for $36 anywhere. How much are you expecting to spend? (Sounds like you need to triple or quadruple it if you want anything better than the junk-of-the-moment).
