cpu usage

Using system monitor showed my cpu usage at 55% but when I move my mouse around it drops to 2 to 6% -- why --

Using any of the cooling programs like Rain, Waterfall, etc?

Nope I run min stuff 90% res free on startup. I have zero problems with this box its just I found it weird that watching sys monitor realtime shows it drops while moving mouse around and that it drops so much. This is a ps2 optical and running ps2 rate adjuster set at 80hz.Why does it drop at all?

Samething happens here, well not any more. When I was on WinME the activity would drop to zero when I would move the mouse. I also had Rawpower installed which had an option to enable autohlt, I believe that this is what caused my usage to drop when I would move the mouse. If you are using the same program, it could be rawpower.
