For the computer I've listed below, I had a 512MB Corsair DDR333 chip from a previous computer. On the P4, the FSB is 200mhz. The RAM runs at 166mhz. Is it possible and SAFE to overclock or bump up the frequency of the RAM, and if so, does running it in Sync (at 200mhz) help the performance? I've read the stickies above, but they didn't delve into this question. So help is greatly appreciated.

yes, running in sync will help performance. Always does when memory is running slower than FSB.

It is possible to get the ram to 200mhz, but definitely not guaranteed. Timings may have to be loosened and voltages increased.
