I understand it can ultracool but won't be good alone because it will heat up very quickly so I'm guessing you could put it in between the cpu and the waterblock, is that right? If so how much will it really help?

..just thought of somthing else... would it help to stick a peltier right on the Radiator? That could cool the fins much better. (with the 120mm fan blowing at the hot side) Has any1 attempted this and failed?

the best way to use a peltier is between the waterblock and a coldplate on the CPU, although it needs insulating as it will cause condensation. A big enoguh peltier and good enough waterblock and radiator etc, should keep a tbird sub zero at idle and probably below 10 celsius full load from what i hear! they need LOTS of power though and dont work properly on a 12v ATX PSU.... some of them require 16v or 24v to work correctly.
cooling the rad with one isnt a good idea, as hardly any of the surface area of the fins can contact it. what some people do is make a water chiller, that uses a couple of waterblocks attached to a couple of peltiers, and heatsinks on the hot side of the peltier. it is set up so a radiator gets rid of most of the heat and a couple of low power pelts cool the water below ambient. they have to be low power so that heatsinks can effectively cool them.
