ocz gladiator heatsink
I want to get a bay cooler in hopes of bringing down my cpu temps. Will it do this? Also, they are available in 30-90 cfm, which is best? I don't want too much noise. Also, is it better if when they are in the 5 1/4" bay if they blow air in or take it out? Any other suggestions? thanks

It would help to know a couple of other things:
What is your system temp?
What is your room temp?
How much air (cfm) is going into your case now?
How much air is going out of your case now?
How does the design differ between the different models of bay coolers?
If your system temp is more than a degree or two above your room temp then you'll want to add the cooling. Personally, I'd go with the 90cfm one, but if it uses higher powered fans instead of more fans, then it'll probably be a bit loud...especially since the smaller the fan is, the louder it's gonna be per cfm. You'll also probably want to add another fan so that you have equal in and out. Which way you want it blowing depends completely on how you have your fans set up. I'd go with a fan on the back and a fan over the processor blowing in and a fan on the front and the bay cooler blowing out.

I have older model BayCoolers, where it's just three fans in the front. I've had them for quite some time now, over a year I think, and when one of the fans starts to die on these things, they don't die with a whimper.
If you get a few of them, they will make noise. As for bringing your CPU temps down, hardly, unless you duct the every single BayCooler fan to your heatsink, they will probably do nothing more than lower the ambient case temp.
As for sucking or blowing, if your not going to put a hard drive in these things, switch the two center fans so they are blowing down into the case or leave them as is if you have a blowhole on the top of your case blowing hot air out.
Like Thelemac said, it's all up into how the airflow in your case is already designed, which is one of the key details you left out.

Here is a review of the GlobalWin I Storm II. I use it primarily for keeping the HDD cool. It is quite and effective.
