Whats the best and easiest program for this? I just want to either extract one pic from the gif or remove some of the pics so the filesize is smaller.

Not Sure of Definition
Not knowing exactly what you consider "easy" and or "best" my best suggestion would be do a GOOGLE Search for "GIF Editor", that search presented quite a few animated GIF editors right at the top of the list. Choose what looks to be best for your needs.
