If oyu want to get things cheap put your own kit together. Swiftech MCW6000 is a good low cost heat sink that dows well with just about any decent external pump from a pet or harware store add heater core from autozone and some tubing and clamps from home depo or mcmaster and you should be set. I havent heard enough about Asetek to say if they are good or not though they have had some decent reviews.
The search button is your friend.

honestly, kits only are much easier if you get one of the big external ones like the Thermaltake Aquarius II or the Koolance Exos. Only problem with those kits is that they are terrible, your air cooling would preform better. Just get your own parts, just hang around this board to get a good idea of whats good and whats not, and then put it together yourself. Theres nothing about it thats complicated really, just make sure you take the necessary precautions to prevent leaking and the like.

As Achilles said, you will end up having to do as much homework with the kit to figure out how to set it up correctly. Kits generally come in pieces, and you will have to completely assemble them anyways. If you want to get stuff cheaply, I'd head over to a junkyard to see if you can rip a heatercore from a car, or get it from an auto supply store. Tubing and hose clamps can be had cheaply at a hardware store. Then you'll need a waterblock and pump. I'd recommend ordering those from a place like Dtek (http://www.dtekcustoms.com/index.asp). Anyways, poke around a bit, read the watercooling stickies, and good luck with your project!
agreed, that would be like buying a "custom built" pc for twice the price and still putting it together yourself. it takes about the same amount of expertise. even a kit will probably not let you get away without modding your case in some small way. so why not get what you want instead of what they give you?

Watercooling for under $100
I know for me, money is tight, so here's the uber-budget setup:
MCW6000 ($42)
Caprice/Chevette HC: ($20 from your autoparts store)
Via1300 ($18) https://www.drsfostersmith.com/
Distilled water ($1)
Shroud (free, use cardboard)
Fans: ($10, sanyo denkis)
Tubing: ($5, clearflex60 from mcmastercarr)
Clamps: $2
=$99.
