Cant Enable Quick Launch

I had quick lanuch but just randomly it stoped appearing on my system tray. If I try to enable it I get an error message saying "Cannot Create Toolbar". If I try to add it with taskbar properties nothing happens, and after I hit Ok it gets reset to not being checked off. Anyone ever heard of something Like this happening and how might I go about fixing it?

I am not trying to add the quick launch to Internet Explorer, Im trying to add it to the bottom menu tray. The group of icons right next to the Start Button.
