My PSU fan isn't spinning when i plug it in and turn it on without anything connected. Does that mean it's broken?

Nothing will happen unless you connect the supply to a motherboard, or short 2 of the pins together (cant remember which ones they are off hand, think its a green wire to ground, but dont take m word for that, look around on here first)
