Wanting something to open a UDP port

I am looing for a program or something that I can use to open a port and pull up a screen like say a you are not allowed here. I have had over 150 alerts from my ISP cause they are scanning for peole running servers. I want to leave a nice little message for them.

when they scan ports the only thing that get logged is wether the port is open or not there is no way to send them a message but you can get blues port scanner and scan their server( that is running the scans) continously that would leave a nice log for them in the firewall

I am sure that would get me kicked off my connection.

They are scanning for game servers. Call them and tell them to stop it. And then when they tell you that game servers arent allowed, tell them to mail you a copy of your contract. If the person on the phone dumbs all over themselves, once again, tell them to stop it.

And if that doesnt work, ask them why is it, when they scan you, it shows that they are trying to access kiddie porn, when you dont have any....
