We had the same problem at the school I work at here. We finally got rid of our proxy server and all problems went away. We also now have a dual-T1 setup here now. Sweet!

hmm...sounds a bit like at my college...they have a T1 yet I get horrific d/l speeds (not that bad, but less than i get at home)...the u/l speed rocks...i talked to the sys admin and he explained to me how the school uses hubs....lots of collisions=slow

solution: turn off all the other comps :)
