I got some of the PQI TCCD sticks that will be going in my new computer. Now, if I really wanted to see how far I could push the ram, could I just turn the multi on the cpu (3200+ winchestor) down pretty far and keep bumping up the FSB?

Yes yes you can sir. We AMD guys have been doing it for a while. Usually setting it to say 8 and start to crank from there.

Atleast I'll be able to do the ram first, which can be tested fully with memtest. Then, just write down my findings, and as I push the cpu, just set the ram correct.
