A question about peltier and water cooling

Let's say I have a 152watt peltier and a good water cooling system, from my understanding the peltier is the one that cooling the CPU and the water block is cooling the hot side of the peltier, I am wondering will the CPU get cooler if I could lower the water temperature by let's say 10C?

probably, but if you are properly cooling a pelt then it won't be a huge difference.

Yup, the colder you keep a TECs hot side, the colder the cold side will be . . . .
