On power on, X800 Pro spins really fast, is this normal?

Hi guys, I just picked up a Built by ATI X800 Pro, I'm in love :). Quick question though, whenever I power on my machine, (X800) the fan spins really fast and its loud like 40db but then after 3 secs it stops and goes back to normal speed, is this suppose to occur? btw according to ATITool, my temp at idle is 38C, is that ok? Thx :)

Yep normal as can be or at least it happens to me too as well as all my fans.

38C looks about average for the stock heatsink.
