For anyone interested, the October issue of Scientific American features an article entitled:

"Refugees for Life in a Hostile Universe"

Unfortunately the article itself is available only in the print edition. :(

Seti should be looking in a very specific area defined as the Galactic Habitable Zone (GHZ), if we hope to maximize our chances of detecting extraterrestrial civilizations.

The article lends excellent perspective to the entire endeavor of Seti.

I haven't read the article, so take this with a grain of salt..

What is meant by a small "galactic safe zone?"

Is that a safe zone by our standards? How could we possibly judge what is suitable for life by how we live? Other forms of life could very well just have adapted to whatever enivironment they live in.
