what exactly is it, is it how much of my current bandwidth steam is using to download ? or is it just showing how much bandwidth one of their chosen servers are using ?

How much is all dependent on how much load the servers have. It varies, I can get up to 400KB/s or as little as 50KB/s at least thats what I've noticed. With big patch releases you can almost be certain the severs are being loaded down greatly.
