Check out a program called CPUMSR. That program works on mobile CPUs & CPUs like the Athlon XP that can be changed to be treated as mobiles.

I would overclock a laptop especially that presario, the cooling on it is substandard for any overclocking.

if you wish to oc it... i use cpufsb made by same people as cpucool.. on my presario 700 / evo n115 my pll is a 9248-168 but yours is pretty likely to be different, youd have to take out the mobo and look at the PLL ic's number. cpumsr can be used to slow it, by changing the powernow multi, and you can do some stuff with Vcore with it too.

I have this laptop and the fan runs almost all the time even when doing very light work.

I'd be very careful overclocking it. The cooling implemented in it is only just able to handle the current heat at stock. You will be at risk of killing it or seriously shortening it's life.

You can try overclocking it a little.. but I haven't heard of one laptop that enjoys being overclocked. I would underclock instead.
