What exactly does raising the 3.4v do?Is it safe to run it at 3.6?

The 3.3v rail powers the memory, not a good idea to raise this more than say 0.10v unless you've real good cooling.

I've gone as high as 3.8V, but I kept a close eye on the memory sticks to make sure they did not get too hot, not to mention the northbridge chip. In my case, it was a short term experiment, though nothing got even warm to the touch. That is a testimony to an effective case circulation setup. I regularly run mine at 3.4 or 3.5V to get stability at higher FSB speeds (>140 Mhz).
