I have an Asus k8v deluxe motherboard.
Here is the info from cpu-z on what it actually is running for memory speeds

Memory
DRAM Type DDR-SDRAM
DRAM Size 1024 MBytes
DRAM Frequency 200.2 MHz
FSB:DRAM CPU/10.0
CAS# Latency 2.0 clocks
RAS# to CAS# 4 clocks
RAS# Precharge 2 clocks
Cycle Time (TRAS) 6 clocks
Bank Cycle Time (TRC) 12 clocks
DRAM Idle Timer 16 clocks
# of memory modules 2
Module 0 Enhanced Memories DDR-SDRAM PC3200 - 512 MBytes
Module 1 Enhanced Memories DDR-SDRAM PC3200 - 512 MBytes

The one that I think is hurting me is the ras to cas

When go to the SPD page it tells me 2-2-2-6, so I go back into the BIOS and try to adjust the memory timings. Anything under 4 is giving me errors. Either Windows (2k server) doesn't finish the boot, or boots with a memory error and then BSOD.

Do you think this may be a memory issue or maybe a board issue or bios issue? The BIOS is a year old. There have been a few BIOS updates since I've updated last.

when is the memory suppose to run at is it 2-4-2-6. Have you tried upping the vdimm to run these tighter timings?

not sure what you mean by upping the vdimm? voltage?

right now it's running at 2-4-2-6 but SPD says it should run 2-2-2-6

that's my concern.
