Who ever can help I'll give them a pint of Beer.
I am currently running my cool machine at 1.56 (11.5 by 135Fsb). My vcore, Vio are at default settings. My long term goal was to reach 1.6 stable. My system spec can be seen on my signature.

I have tried the following setting to reach 1.6...

12X by 133FSB (loads into Windows 98 but freezes or blue screens appear). At this setting I bumped up the Vcore to max. Still the freezes and blue screens appeared.

11.5X by 139FSB loads into Windows and played CS for an hour before it froozed
Vcore maxed

If you are wondering about my 5 volt line it is at 5.00 at load and 5.1 idle. I have a Sparkle 400Watt PSU.

The only thing I havent tried is increasing VIO ???

Do you think that might allow me to have stability.

Memory setting are at enchanced...DRAM clock at 2

Please help!!

whats the max vcore for your mainboard? is it maxed out at 1.85?

Its 1.85Volts.

However VIA hardware monitor records the voltage to be 1.96Volts. These figure is also seen in the bios.....

hmmm you might need more juice than your motherboard can supply... my 1.4 won't stabilize at 1.6 unless i crank the voltage up to 2.05; this is on an epox 8k7a. if i drop it to 1.95, it'll freeze the second quake 3 loads up.

your 5 volt line looks great so i say it could be just a case of underpowered mobo .... maybe there is a mod you can do to increase the vcore voltage? i'm not familiar with u'r mainboard though ....

You'll probably just have to accept the fact that your CPU has hit its limit at 1.56 Ghz. Going from 1.56 to 1.6 won't give you much of a performance increase. What you should focus on now is to increase your FSB as high as possible while mainting the 1.56 Ghz CPU speed.
