installed my tv card which is the winfast tv2000xp expert, i'm getting lines running across the screen so was thinking if a signal booster is needed.

Do you have it hooked up to an antenna or cable? I have noticed that my vid card drivers really effect my Leadtek 2000 expert. Some drivers gave me cruddy pic quality like you have and others cleaned it up nicely. I was using ATI and noticed some degradation in tV signal. Now that I'm on Nvidia I have noticed a big improvment with my TV display

while I don't own one of those, I aspire to someday and have thus done a lot of research. That is definately a driver problem, i imagine you're still using the ones that came with it. Search around the web for better drivers for it and that should fix you right up.

ok thx guys tried new drivers and etc, but nothing seemed to solve my problems.
because non of the drivers seemed to solve my problems, i decided to go and get my self a signal booster and this changed the quality alot :D again thx for the help again. below are some shots of the image with signal booster
