What is the best tRAS timing for RAM. I read that for best performance it's usually good to have it at CAS+tRCD+2. But in a review I saw the tRAS always at 10 even at 2-2-2 timings. Is 10 a good value to set it at?

I think tRAS 10 was the best setting for nForce2 chipsets, I'm not sure about later chipsets.

yeah nf2 perform better with 11. I would go with 6 otherwise.

I read that for best performance it's usually good to have it at CAS+tRCD+2.That is correct. Using a higher value will hurt performance (tho very slightly) as the cycle will be longer than necessary. I just saw a review that compared different tRAS-settings (on A64s), and the formula in the quote was the best.

Using a higher number isn't a problem. However using too low a value can result in file corruption. Better too high than too low.

The thing with nForce2 is that certain other settings that are related to tRAS (tRC etc) appear to be locked - if trying to change them with nForce2-tweaker my rig crashes instantly. That's probably why most people find it's best to use 11. However I've always used eg. 2-2-2-6, or 3-3-2-8 ATM as this is best for my rig.
