I have a ProSilience GoldEdition 420 watt power supply that I am unsure of. These are the specs from the side:

3.3v 28A
5v 40A
12v 18A

These are my components:

Asus P4C800-E Deluxe
P4 3.2 cooled by XP-120
OCZ 4400EL
ATI 9700AIW
2 Raptors
LG DVD Burner
Plexwriter

I noticed that the air from the power supply is warm, is this due it is working a bit too hard? Should I upgrade, since I want to OC and like to upgrade the graphics card to something more current. Thanks all.

All PSUs generate waste heat while running...it's the nature of the beast.
Ideally, you should use a multimeter to test your voltages whilst running, but failing that, using a software app like MBM5 will give you a notion about your current PSU's performance.
Absolute values will be suspect (motherboard sensors are notoriously inaccurate), but you will be able to see changes in the rails as the supply works and this should help you make a decision.
Modern boards rely quite heavily on the +12v rail and your unit only provides 18A (in theory) which I would consider marginal at best.
