i have a sk-6 and a 30cfm 5500rpm fan. should it be sucking air away from my heatsink, or blowing onto the heatsink?

Blowing on is the most highly recommended

you should test the blow configuration and find out which way is the best for you

Generally the rule is if your heatsink has a shroud, then it should suck, no shroud it should blow. Your milage may vary and you should try it both ways to see which works best for you.
