Ok I have a ? bout watercooling an AMD T-BIrd 1.1 GHz. How do I get the waterblock to sit flat on it.

That depends on the motherboard you are using. The newest Athlon spec has four holes around the socket and you can purchase the mount kit for it. Swiftechs MCW462 has this. As a matter of fact you can get the whole kit for about 170.00. The ASUS A7V uses this spec.

I have an Aopen AK73 Pro and it has the four holes. But I have a 2Cool watercooling kit . i just ordered the Socket A shim will that work cause I just fried an 1.2 gig T-bird.

Yes it should work fine, it doesnt look like much but I have not had any trouble with that clamp. Using a shim is not a problem.
