In AD Users and Computers go to the users properties and then the 'Exchange General' Tab. Then click the 'Delivery Options' button. Then add a forwarding address. As long as you don't click the box for deliever to mailbox too, it should only be forwarded.

That said, why not have the user use Outlook Web Access? If the user is traveling with a company computer, there are also ways to setup Outlook and exchange (especially with Outlook 2003) to not have to forward the emails to an external account, and still retain access to the global address book and other exchange features.
