 The ECS G731 motherboard is found in a couple of laptops out there, Desknote, Winbook, and Northgate are three that came up in a short google search. Mine is a Winbook J4 with the P4 2.4ghz cpu and the SIS650 chipset with no overclocking features at all. After looking at the SETFSB website I noticed that this version looked like it just might include the my chipset: for MS-6547(v1.X) Ultra Version 1.4l SiS645(DX)...655 - SiS961...963
So being it was 4:00AM and I could'nt sleep anyway why not try and screw up my recently purchased laptop! Well I had the pleasent suprise after trying many other programs and reading about how it was imppossible to overclock most laptops "it worked". I can only get to 2.75 stable but that's still more thatn a 10% increase and I have the bragging rights of an overclocked laptop!
After all I am a member of Overclockers.com! We do have a standard to keep up you know. Funny thing is I could'nt find the right program with clockgen but once I ran SETFSB it identifyed my ICS and then I could get CLOCKGEN to work also. Still no pci or agp lock so I think that's whats holding me back, I was able to boot into windows at 2.85 but only ran stable for a short period and 2.9 just would'nt stay going for more then a couple of minutes  .
also appears to have knocked ten minutes off my boinc/seti times
