450watt aerocool psu, new 9800np, new 2x512mb kingmax, and then 3.0c & soltek sl-86spe-l. I try to reinstall XP and get through all the setup and when it reboots when it goes to the windows welcome the screen goes black. The vid card works fine on 2 other machines, the ram ran fine in memtest86.

Ah, that's hard to determine. Never heard of that. But try to reset the BIOS. And do you have your CPU overclocked? Make sure everything sets to its defaults then try it again. And when you mean reinstall do you mean a fresh install? Then make sure to take out ur XP cd and set ur boot devices to your master HDD. Hope these might help.

I bet you it's those retarded ATI drivers. Try booting into safe mode and I bet you'll get to the desktop. If you do, uninstall the video drivers there and reboot into Windows normally. If you get the desktop then, you know it's the drivers. Get the latest drivers, etc...

I'm guessing the vid card drivers too.. but then i had a similar problem, and it was the hard drive.. hmm.. i'd say check em' both
have u been trying to install WinXP SP2?? if so i did face this problem be4 with my friend's PC, and its not the video drivers.. the fix is here along with more info about the problem:
http://www.microsoft.com/downloads/details.aspx?FamilyID=9b99c199-5d75-454f-ae07-b620727be8d8&displaylang=en
according to Microsoft: "This a non-security critical update helps resolve an issue where a limited number of systems running a BIOS without production support for Intel Pentium 4 and Intel Celeron D processors based on Prescott C-0 stepping can potentially hang on Windows XP Service Pack 2 installation."
good luck
EDIT - u might aswell install SP1, and upgrade to SP2 by extracting the installation files not by updating it from a SP2 CD, this will also work :)
oh and try to update bios if there's a new update.. this will solve it too.

here's an update. I just installed one hard drive to the mobo instead of raid controller and everything seems ok. So, is it the raid controller or does the raid controller not like those lower pci slots?

ive tried the same thing in the problem i talked about above and worked.. i dunno why but microsoft says the problem is with the windows XP SP2 installation.. if u do as i wrote above u wont have a problem at all.. if the case is the same, go for it.

even if I don't have sp2 installed on this hard drive?
Now I believe it's the chipset drivers. as soon as I installed them I get the problem.
