My friend needs a PCI video card, I know they suck but he has no other option right now. What is the best PCI video card for mild gaming?

Well, this is one of the best, buy I don't know that it's a very good idea to sink nearly 150 dollars into a PCI video card.

the best Nvidia pci card is the 5500 (you can get them at newegg for around $70).... ati i think is the 9250.....

i kno you can find the geforce fx 5500 on pci

I know they make the 5700LE on pci although I dont know how hard it would be to find.
