If I may make a suggestion:

Get this board(though not from newegg): http://www.newegg.com/app/ViewProductDesc.asp?description=13-152-049&depa=0

Also, get the cheapest 3000+ 939 you can find. You might have good luck in the classifieds when you get access. Now, buy a 128mb X700pro, its a bit better than a 9800pro, get a fortron or sparkle psu around 400w(350w would probably be fine considering who makes it).

For a cpu cooler, get this: http://store.yahoo.com/directron/freezer64.html
I got mine for $22 usd, you just have to look around a little. Its an excelent cooler, on par with the XP-90.

Keep your current case if possible, or go with this one instead of that heavy steel case you picked: http://www.newegg.com/app/ViewProductDesc.asp?description=11-117-030&depa=0

Pick up your dvd burner from a local place, I know around here you can get them for $80 - $70 of mail in rebates.

Lastly, I leave the ram up to you. There is not a HUGE drop running at 333mhz on an Athlon64, plus you have dual channel. You can get a stick of ddr400 and run it at 333mhz in dual channel with your current stick, or buy 2. Buy to your budget here.

pointless buying 2gb of ram, ESPECIALLY if you're on a budget. get one gb of ram and upgrade your vidoe card to something decent like a 9800 or 6600gt

its unfortunate that you dont have classifieds access, but
compusa has a 250gb ide 16mb maxtor for $100 no rebates
you can get it pricematched for the SATA version and get it for under a hundred w/tax :)
