NCCH-DL Load Tone and no boot.

So I just got back my NCCH-DL board, I thought the board was dead, but it may not be. Everytime I try to turn the freaking thing on, it just gives this loud beep. No boot nothing. Has anyone had this or can help me with this?

U have the ram,Vid and Cpu seated correctly ?

yes I believe so. I have the heatsinks on, and the memory in the blue slots. My card is a 6800gt, someone told me that there is a piece of plastic that is inserted at the end of the agp slot that must be in for it to work, is that true?

fixed it. Didn't give power the 6800GT. thanks to PMSfishy for mentioning it might be the video card. Me = Noob
