If you're talking about converting them to mp3 and whatnot, the only way and program I have heard of and use is dBpowerAMP. In most cases you can't just convert one file into another similar type, that takes the use of a program that does such things.

It is a music file. I am using a file converter already from OGG to Mp3.
Let me rephrase my question.
Outside of using a file-converter is there a way to rewrite a file extension like OGG let say with DOS to convert the file to Mp3 ?
