I heard from a FOAF that isopropyl alcohol cools better than water in a water cooling setup, is this true?

That would be a no.
Of all liquids that are less than $100 a quart, H2O is the best.

it all comes down to the thermal properties of the fluid. Naturally gasoline as well as isopropyl alcohol evaporate faster, But the specific heat of water is higher than that of specific heat alcohol or gasoline. Water is probably your best bet to liquid cool.

Alcohol can be chilled a fair deal colder than water (as far as I know) so in theory you could run a wet setup in negative temperature values with the added bonus that if your pelt dies, you'll have more warning before things start burning =))) (using the pelt to chill the alcohol).
Plus it makes an amusing party trick at lans to drink out of your reservoir. Secret Stash Ahoy!

Perhaps, in an evaporative set up, not in an enclosed environment.

Yes an that would be cool, even at those LAN parties that don't allow you to bring Alcohol.
