Is my PS bad

Is a new Enermax Noisetaker EG701AX-VE(W) (24P). When handling the unit I can see, hear, and feel a "coil?" shifting inside the unit, and when connected to the MOBO and using the case power button I can not get it to turn on. Is there a way to get it to turn on without being connected to the MOBO?

Yes, if you short the green pin to a black pin, it will turn on.

nope, placed a paper clip between pin 14 & pin 13 got nothing. Just ran to the local store, picked up a different PS and the system booted. Phew, thought maybe I had fried the MOBO. But dang now I have to deal with a return. :(

Just be glad you didn't have anything else damaged by the psu, you are a lucky one.
