60fps on cs?

I just recieved my 6600gt and it wont go above 60fps on counter strike! My old 9200 ran almost 100fps all the time.
i do net_graph 3 and fps_max 100
yet STILL it runs 60fps. its like locked at 60, doesnt go lower, doesnt go higher.
any ideas?

Turn off V-Sync. Not that you will see anymore frames beyond v-sync, but thats the problem.
