problems formatting

i recently built this new computer and im having problems getting an operating system on this samsung 20.4 gig 5400rpm hard drive. in dos after i just fdisked and set 1 partition active i reboot get back to a c:\ and type in the usual format c: but i get this messege saying "invalid media type reading drive c" im trying to install windows 98se any and all help apprecieated.

3 possible suggestions to try:

1) set the new hdd as a slave to an old hdd with windows (or whatever) installed on it and format it thru windows

2) insert and boot from the windows CD. the windows setup prog formats the drive automatically if it isn't already

3) download samsung's diagnostics here (http://www.samsungelectronics.com/hdd/support/downloads/utilities_index.html) and try tests to make sure the drive itself is good and maybe do a low level format


I'd start with #2, then do #3....if the drive is good and it still doesn't work, try a format thru windoze
