Um...just a tad bit more info required here! :)

Motherboard, CPU, Memory, Video, etc, etc.

Are you saying you've tried to attain a given speed w/ voltage set at 2.0v and it's not stable/not booting? What FSB setting/Multiplier?

Add those minor details and perhaps a general overview of the problem and I'm sure an answer will come!

I wouldn't bother upgrading your power supply if you are not haveing any problems with it ...250 wt. should be fine for that setup.
