After working on a customer's PC with Media Edition I decided I want to build one. My problem is I don't really understand the impact the different TV/AIW cards would have on it. It wont be used for gaming or anything of the like, only for the TV and recording of.
I have an eVGA GF4 MX Personal Cinema but with all the chipset advances would there be a difference with a new one?
If you are just having the display output to a monitor you dont need anything fancy, just a "normal" video card should do. If you want to output display to a television you will want a videocard with S-Video out. For TFT screens a DVI output is useful.
You will need a TV card to watch TV on your PC - something like a RadeonAIW just means the video card and TV card are one and the same - less cards in the system.

What would the impact of say a 9800AIW be versus a 9600AIW. Would the core effect the TV output or just output to a monitor for games?

I would *think* it would only affect 3D performance, in the likes of games.

The new all inwonder cards for ati at least (9800generation+) are the same speed as there non aiw conterparts
I would reccomend an ATI card because Im pretty sure they have better support for HDtv (correct me if im wrong please) The radeon X#00 has support for 1080i default and doesnt require an adapter
Also, whats your budget

Well its kind of a project to see if I want to build a real pc to use for a htpc so the budget isn't important. I'm willing to pay more for a card but only if it is needed. I just think it was a really neat thing to have for recording/editing TV stuff.
