I saw the sticky about low voltage on the 5V rail but I don't think I'm up to a mod like that, and I wanted to know what is the tolerance for how low a 5V rail can go? Can you do damage to hardware running low voltage. I may have, I have a good idea my TruePower 430 is way too low. Long story sort I bought some raptors then found my 5V was dropping below 4.4 and I may be buying new stuff today. My 6600GT was saying it was low power, I fixxed it by running one of PS lines directly to the card with nothing else hooked up to it. then my hard drive started clicking on and off I replaced it with a used drive because i thought it was crashing then the next started to do the same thing I frogot about the power thing, thought i had some very bad luck, and bought two raptors :p they worked for a little while then stopped showing up. This is when i started do more tests and found my 5V was at 4.3 - 4.4 on my DMM while the computer was still in bios.

The rule of thumb is 10% +/- the rail voltage...so yes you are below specs and yes this can hurt some hardware...I personally go on a 5% +/- curve...
Key thing though...is what is the +12 amp rating on that PSU?

Max on the +12V is 22A MIN .8A. can you expand some hardware a little, most of all hard drives?

HDD's, Video cards, some add on cards...are very sensitive to voltage...
I have a feeling you are pushing the +12 amp a little too hard...fried 2 PSU's last week because of not paying attention to my system amps vs PSU amps...fried a brand new forton within 5 or 10 minutes from pushing the +12 amp and voltage too much...and it started out like yours...video card issues then HDD issues...clicking...sluggish...

well I know better now. I know you are right as of now, did I mention I am running a danger dan pump on it too it looks like it's time for two PSU system or a 12V pump

yes you are definetly underpowering that system with the pump...might want to think about going with a OCZ 600w or PC&C 510 Deluxe if you want to run everything wiht your WC setup...both have enough amp and voltage to run everything with a single PSU...
