"quiet" PSU helppp

currently iam using some PSU came with $40 case that's rated 420W but rather cheap 12V@14A and loud like hell.

Iam looking for some quiet one ( and i meant quiet that you sit next to and not annoyed)

sound card


budget $40 or lower


so which is an ideal one folks ??
