ok i know it aplied the clocks and there isnt any thing fishy here xcept a 100percent oc infact it can go higher but pstrip wont let me the max (max) i can set is 200 default being 100 i am noticeing slight artifacting on the desktop though and a little in 3d but it has been stable for a hour now the gpu is a RIVIA 128

I've seen this before...A thread awhile ago showed similar results. The guy used Rivatuner to go further once Powerstrip maxed out. He ended up getting like 200% oc...
There is definitely something funny going on, because if that core is able to do that, it never would have been released at the speeds that it was rated for. They would have pushed it higher and charged more money...

Of course, I could be wrong, and the fact that it artifacts may represent a core clock increase. I doubt it's accurate, but congrats if it's anywhere near correct!

its real funny ocing it also there are incrimental stable the unstable clocks untill i get past 137 then it starts artifacting for the rest of the way to 200 example 100 no 101 yes ~133 no 134 yes 135 yes 136-137 no 136-200 artifacts yes =artifacts no = no artifacts this probibly explains y they dident use these cores at higher speeds
