What is the normal temperature for my cpu? I have got a 1000mhz T-bird @1100. In the bios the hardware monitor says that the temperature is around 70'C when the computer has been on for at least 2 hours or so, but in windows it says the temperature is at 92'C. My mobo is a gigabyte GA-7ZXR VIA KT133. I've also got a Globalwin FOP38. Are these temperatures normal?

THOSE TEMPS ARE WAY TOO HIGH!!!!
your are using thermal past correct, other than that i cant think what would cause those temps.
Can you say "SIZZLE"??? Normally, most of the people here like to keep around 40C.... Post a topic in the cooling section. Those guys will help you with your severe cooling problem.

I was going to say 92F thats cool, but then I read it again and 92C! If your hardware monitoring is correct, you chip could fry at any second.
First check your heatsink too see if it fell off or is on cocke-eyed.
If you use a thermal pad, and you need to take off your heatsink, you'll need some kind of thermal compound. Get some radio shack compound or something to reattach your heatsink. What motherboard do you have? some motherboards that don't have temp monitoring, but will still display a number, but that is totally incorrect. Like my AZ11 board says my vcore is 3.1(1ghz tb), but actually it's just my mobo has no voltage monitoring at all.

if everything you do is correct,,,,,,,,,,,,,,,,,,,get more fans
GET 2 120 MM or other fans and put them in the side panel of your computer to blow the air in if you don't mind about the noise

Now that i know that these temperatures are high what i've done is taken the side off of my computer and put an ordinary house fan at the side to help things out. What ya think? It's brought the temperatures down to about 54'C, better but still high?

you are doing the right thing.
but still.......your computer temp is still high.
you need to clean some of your cables in side the case to make sure that you have a good air fllow
i have also a FOP-38 installed upon my intel PIII 800EB and it can handle down the temp till only 40ºC. have removed my case sides and all i got was 4ºC dropping. i dont know if the delta fan is too aggressive to cool the heatsink or what.. anyone who hears a FOP-38 working should expect very low temps but thats not what ive seen lately. im working to revert the air flow direction of the delta (sucking air from the heatsink) - perhaps u could also try that.

itz a good temp and it is ready to fry
make sure the amount of thermal compound u use is as thin as possible
and consider lapping the hs
although i am not good at it..

i think that i've sorted the problem in two ways... The first is that the monitor that was supplied with my mobo vastly miscalculated the temperatures by about 20'c. I've found this out by downloading motherboard monitor, now the temperatures read 35'C CPU and 27'C ambient. NICE. Also i've found another house fan and with the 2 of em blowin in the case it's brought the temps down well.
