Hard drive problems. =/

I just got this (http://www.newegg.com/app/ViewProductDesc.asp?description=22-144-122&depa=0) drive and it refuses to format. When I try to do a regular format (not quick format) in windows, it doesn't go past 0%. When I try installing windows on it, it doesn't even give me an option for quick format. It just hangs on 0%.

I can hear the drive start spinning when the computer turns on, and I hear it hum a little while the computer is on.
Will I need to RMA it? :eh?:

Edit: I can however, quick format it. I don't know if data will stay on it after restart tho. I gotta check.

Usually when I format 80GB it takes 20-30 minutes. It takes time, and is nothing like a quick format. A quick format WILL remove all the files, but it won't write "zeros" like a full format does.

I know it takes a while. I left it on for like 15 minutes and it was still at 0%.
Anywho, I think I fixed the problem. I quick formatted it in windows, then installed windows on it by booting from a cd and keeping the file system (NTFS).
